PROBLEM TO BE SOLVED: To enhance the strength reliability of a control shaft in a low-speed rotation area while ensuring response of an internal combustion engine in a high-speed rotation area. SOLUTION: An output arm 15 driving a valve, an input arm 14 driven by a cam on a camshaft, and a slider 19 meshed with the arms 14, 15, are provided on a support pipe 13. The control shaft 22 is inserted to the inner side of the support pipe 13, and connected to the slider 19 with a connecting pin 24. The control shaft 22 is axially driven by an actuator 27 to change the relative phases of the arms 14, 15. A control device 2 controls the actuator 27 to act at a high speed during a high-speed rotation where an engine speed is a previously set boundary value or more, and controls the actuator 27 to act at a low speed during a low-speed rotation where the engine speed is less than the boundary value.
