PROBLEM TO BE SOLVED: To enable sure sealing applied to the stacked-up paper sheets in a paper sheet processor for stacking up paper sheets having continuous issuing numbers/applied with seals. SOLUTION: As a result of inspection performed by a paper sheet inspection device 6, right paper sheets are stacked up on a collection device 71. The right paper sheets are counted when they are stacked up and collected. In the case where either damaged paper sheets or removed paper sheets occur during stacking-up and collection of the right paper sheets, the number of right paper sheets is judged. As a result of this determination, when the number of stacked-up and collected paper sheets is more than 90, a seal applying condition based on information about the number of stacked-up and collected paper sheets is set and the sealing operation for 100 paper sheets is carried out automatically and the processing is continued. As a result, even if a certain variation occurs in the number of sealed paper sheets, a sealing operation is carried out with a specified binding force. In turn, in the case that the number of stacked-up and collected paper sheets is below 90, the paper sheet processing device temporarily stops. An operator takes out the paper sheets from the stacking-up and collecting device, supplements the paper sheets corresponding to the number of lacked paper sheets to make it 100 paper sheets and then sets them in a seal applying device 81 and independently operates it to form a bundle H.
