PROBLEM TO BE SOLVED: To develop hardware and software of a computer device with efficiency. SOLUTION: The computer development apparatus 1 holds a hardware component DB 100 in which hardware design information is associated with each piece of hardware identification information; a software component DB 120 in which software design information is associated with each piece of software design information; a related DB 140 in which, for every function of the computer, data for specifying the hardware and software needed for the function is registered; and constraints 160 for specifying the functions of the computer to be developed. The computer development apparatus is provided with an extracting part 180 for specifying, using the constraints 160 and the related DB 140, the hardware and software needed for the functions included in the constraints 160, and for extracting the design information corresponding to the specified hardware and software from the hardware component DB 100 and the software component DB 120 for output.
