<P>PROBLEM TO BE SOLVED: To provide a prepaid IC tag seal which can be used by sticking it to a cellular phone, a commutation-ticket holder, or the like. <P>SOLUTION: The prepaid IC tag seal 10 is provided with an adhesive layer for sticking the seal 10 to another object and can withdraw a required amount from a previously loaded value but can not load a new value. The prepaid IC tag seal 10 can be distributed while being stuck to a business card or a mount 20 on which advertisement characters or graphics are written. A user uses the IC tag seal 10 by peeling off the seal 10 from the business card or the mount 20 and sticking the seal 10 to a favorite object such as a cellular phone and a commutation-ticket holder.
