Established is a unit housing portion (28) formed from an outer circumferential wall (2b) of a casing body (2) and a unit housing (23). Also established is an insertion hole 27 connecting the outer circumferential wall (2b) and a parts storage compartment (2a), a rotator 7 supported inside of the parts storage compartment (2a) in a manner permitting unhindered circular movement, and a lock lever (25) that when in a rotary stop position is positioned within the rotational path of a rotary control bar (7a) established on the rotator (7) to engage the rotary control bar (7a), and when in a rotary permit position is positioned outside of the rotational path of the rotary control bar (7a) to disengage the rotary control bar (7a). Also established is operation controlling unit (22), which is housed in the unit housing portion (28) and selectively moves or maintains the lock lever (25) in either the rotary permit position or the rotary-stop position, and a unit cover (29) formed and fitted to the shape of the inner face of the unit housing(23).
