<p><P>PROBLEM TO BE SOLVED: To improve information transmission efficiency by reducing an amount of information transmission within a system. <P>SOLUTION: A content server 1 pretransmits a content identifier of content data and a receiving user list to a radio controller (RNC) 5 through a core network 3. Then, the radio controller (RNC) 5 stores the content identifier of content data and the receiving user list in association with each other. Thereafter, the content server 1 transmits content data with the content identifier added thereto, to the radio controller (RNC) 5 through the core network 3.
