PROBLEM TO BE SOLVED: To prevent a web sheet from being torn or meandered by suppressing deflection of a feed roller and a take-up roller, regardless of a quantity of web sheet wound around the rollers. SOLUTION: Although the feed roller 62 and take-up roller 63 use a common rotating mechanism, a brake member 79 applies brake to the rollers, around which a sufficient amount of web sheet 61 is wound; consequently, the roller around which web sheet 61 will not be wound or the roller around which almost no web sheet 61 is wound decrease in the rotation load, and such rollers are prevented from deflecting; and this prevents the web sheet 61 from being torn or meandered.
