摘要 <p>The lower extent of an adaptation range is increased to conform a bit transmission rate for streaming video to the varying capacity of a wireless channel, by executing, in sequence, spatial -frequency based partitioning and temporal scaling on the data to be transmitted (140, 144). The first of the techniques creates a base layer and at least one enhancement layer (202-206). The second of the techniques preferably operates merely on the base layer (S420, S460). The temporal scaling is preferably a frame type prioritization scheme such as frame type/dependency layering (208 -216). The partitioning is preferably rate-distortion optimized data partitioning (310-360).</p>
