Process for generating a position set point for a primary intake throttle valve and a process for generating the position set point of an exhaust gas recirculation valve of an internal combustion engine. According to the process, a target pressure is calculated in the intake manifold of the engine (Pcoll_obj); a target combustion richness is calculated (Ricomb); the set point fresh air flow rate at the level of the primary air intake throttle valve is calculated (Dpap); the set point gas flow rate is calculated at the level of an exhaust gas recirculation valve (Degr); an angle of the set point throttle (alpha pap_consigne) is calculated; a set point angle of the exhaust gas recirculation valve (alpha egr_consigne) is calculated.
