PROBLEM TO BE SOLVED: To provide an image processing method, a program of the image processing method, a recording medium where the program of the image processing method is recorded, and an image processing circuit such that a conspicuity area can be detected more accurately than before when they are used for picture quality control etc., over, for example, a video signal. SOLUTION: A motion vector detected at each part of an imaging result is separated into a component by zoom operation and a component by panning and tilting, conspicuities showing likelihoods of conspicuity areas for the components are detected, and a general conspicuity is detected from the conspicuities.
