PROBLEM TO BE SOLVED: To provide an electrolytic capacitor having a long operating life and high overvoltage characteristics and capable of downsizing. SOLUTION: A capacitor element is formed, via a separator on which polyvinyl alcohol is attached, by winding a cathode foil and anode foil with pits being formed on the surface whose diameter is 0.1 micrometer or more. With the capacitor element coming into contact with electrolyte containing ethylene glycol and the electrolyte turning into a gel, gel electrolyte can be obtained having an excellent adhesiveness with a dielectric film into the inside of the pit of the anode foil and operating life and overvoltage characteristics are improved. When the electrolyte includes boracic acid of 40 weight% or less, the overvoltage characteristic is further improved. Since a thin separator can be employed, downsizing is enhanced.
