PROBLEM TO BE SOLVED: To provide an information recording medium wherein an external AV (Audio Video) input signal can be converted into an MPEG-PS (program stream) conforming to a DVD specification at high speed when the AV input signal is encoded into an MPEG-TS (transport stream) and to provide a device/method for recording information to the information recording medium. SOLUTION: Flag information showing that recording is performed by using a constrained format which enables conversion from a first stream (for example, MPEG-TS) to a second stream (for example, MPEG-PS) is recorded in management information (VOBI) (Video Object Information). By referring to the management information, whether recorded data are recorded by using the constrained format can be easily identified without analyzing data recorded in the information recording medium and conversion including a seamless connection point can be also easily performed.
