PROBLEM TO BE SOLVED: To provide a base isolation device easily designable and constructable at low cost and a base isolating foundation structure using it. SOLUTION: This base isolation device 1 is formed by placing a lower foundation packing 4 secured to a foundation H on an upper foundation packing 5 secured to a sill ta. If an earthquake occurs, both foundation packings are slid on the contact surfaces thereof to consume the seismic energy. Therefore, the swing by the earthquake transmitted to a wooden building T can be reduced. Since an anchor bolt 3 buried in the foundation H is connected to a damping body 7 installed on the building T through a connection member 8, the movement of the upper side foundation packing 5 is suppressed and the swing thereof in the horizontal direction can be absorbed by converting it in the vertical direction.
