PROBLEM TO BE SOLVED: To provide a method of enclosing asbestos easily executed in a short construction period even when a working space is small and the wall surface is irregular. SOLUTION: Insert bolts 1... with sharp points are screwed into a skeleton C covered with asbestos A. After steel backing members 3, 4 are disposed on the insert bolts 1..., a masking sheet 6 formed of a non-asbestos material is stretched on the steel backing member 4. The steel backing member 3 is manufactured by forming cutouts 3a... in the mutually opposed flanges of a sheet lightweight steel member of C-shape in cross section at predetermined intervals. The folded part 4a of the steel backing member 4 formed of a lightweight channel steel is fitted into the cutouts 3a of the steel backing member 3, and the steel backing member 4 is secured to the steel backing member 3. The masking sheet 6 stretched on the steel backing member 4 is pressed by a steel band plate 7 from the upper side, and secured to the steel backing member 4 with staples 13.
