PROBLEM TO BE SOLVED: To detect a steering angle by summing detection values of the rotation angle of a steering shaft without delay even under conditions in which a starting point for the summation is unknown. SOLUTION: A main driving wheel 61 provided for a circumference of the steering shaft 3 is provided with a pressing piece 66 in such a way as to protrude from its circumferential edge. A driven disk 63 arranged in parallel with the main driving wheel 61 is provided with a plurality of pressing pins 65, etc. and partial tooth parts 64, etc. on both sides of each of the pressing pins 65, etc. The pressing piece 66 presses the pressing pins 65 every time the main driving wheel 61 is rotated once to rotate the driven disk 63, engage the partial tooth parts 64 with the main driving wheel 61, and rotate the driven disk 63 by a prescribe amount. An absolute steering angle acquired on the basis of the position of rotation of the driven disk 63 is used as a starting point to sum the rotation angle of the steering shaft 3.
