<P>PROBLEM TO BE SOLVED: To provide an on-vehicle unit prevents convenience in a predetermined function from being degraded while a so-called multi-functional IC card is loaded on the on-vehicle unit. <P>SOLUTION: When an IC card 2 is inserted after a power source is turned on, the activation (B2), type determination (B3), authentication (B4), information reading (B5), and ETC availability notification (B6) of the IC card 2 is performed, so that ETC settlement processing can be instantaneously executed later if required. Afterwards, when executing such application processing other than the ETC settlement processing to access the IC card 2, the use of the IC card is stored, and the activation/authentication/information reading/ETC availability notification of the IC card 2 is executed again after the end of the application processing.
