PROBLEM TO BE SOLVED: To provide a distribution line remote monitoring and control system wherein deterioration in a battery at a slave station can be determined with ease and accuracy, and an apparatus and a method for battery deterioration diagnoses. SOLUTION: The battery deterioration diagnosis apparatus includes: a battery voltage detecting means 24 for detecting the voltage of a battery 10a to 10d; a battery charging means 23 for carrying out the processing of charging a battery 10a to 10d with power supplied through a distribution line 6 until at least a predetermined time lapses after the voltage detected by a battery voltage detecting means 24 becomes equal to or lower than a predetermined value; a battery data collecting means 17 that acquires data indicating whether or not the processing of charging a battery 10a to 10d is being performed by a battery charging means 23 at predetermined intervals at a master station 1 and collects the time series of the acquired data; and a deterioration determining means 18 for determining deterioration in a battery 10a to 10d.
