PROBLEM TO BE SOLVED: To precisely detect a worker and a building existing in a hazard range without registering information, such as color, in advance. SOLUTION: A moving body detector detects a moving body based on an input image P and reference image data. The moving body detector comprises: an imaging means 6 installed in a turning body 3; and a control means 52 having an image memory 56 for temporarily storing the input image P from the imaging means 6 as reference image data. The control means 52 detects the turning angle of the turning body 3 by comparing the reference image data stored in the image memory 56 with the input image P outputted from the imaging means 6. The control means 52 detects the moving body by differentially processing the reference image data stored in the image memory 56 and the input image P outputted from the imaging means 6.
