PROBLEM TO BE SOLVED: To provide a vibration damping, seismic isolation and excitation structure, which is a mechanism for damping vibrations of a structure and applying vibrations to the structure to counter a three-dimensional and multidimensional crustal vibration input (earthquake waves), and to provide a vibration damping control system. SOLUTION: The vibration damping, seismic isolation and excitation structure is arranged in a slanting manner in a space vertically formed between an artificial ground surface placed on a crustal surface and a facing construction ground surface. By using three or more telescopic link structures, the lengths of the link structures are freely adjusted according to displacement between the two surfaces, and the thrust force generated in the link structures is detected by a load cell sensor arranged to detect the force of the same direction, when the artificial ground surface receives vibrations or shocks by the earthquake.
