<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of preventing clearing of a line image. <P>SOLUTION: The image of a character "A" is developed by developing process twice. In the first developing process, a contour part TL is developed, and only the toner image thereof is transferred to an intermediate transfer belt 8 in advance. In the second developing process, the inside part B of the contour of the character "A" is developed, and the toner image thereof is transferred to be superposed on the contour part TL transferred in advance.
