PROBLEM TO BE SOLVED: To provide an incident angle selecting light shielding plate for improving contrast, and a plasma display panel using this plate. SOLUTION: This incident angle selecting light shielding plate 10 has a plurality of prisms 110 having an apex angle of an acute angle on the incident side of the external light and a plane on the emitting side, a plurality of lenses 210 condensing the external light emitted from the respective prisms 110, and a light shielding part 212 arranged in the vicinity of the optical axis of the respective lenses 210 and shielding the external light condensed by the respective lenses 210.
