PROBLEM TO BE SOLVED: To provide an elastic paving body capable of preventing the generation of a rut by suppressing a rise in temperature on a road surface in summer and lowering a temperature on the road surface even by 1°C. SOLUTION: This elastic paving body contains an asphalt binder containing asphalt and an ethylene vinyl acetate copolymer, a rubber, aggregate, and gaseous phase growth carbon fibers. Preferably, the amount of blended gaseous phase growth carbon fibers is within a range of 5-30 vol.% and the diameter of the gaseous phase growth carbon fiber is within a range of 0.04-0.4μm.
