PROBLEM TO BE SOLVED: To suppress toxicity of substances such as nicotine or tar of tobacco which is loved as a favorite over the world, on the other hand, is known to cause a risk of damaging health by the nicotine, tar, etc., to reduce the amount of emitted smoke, to thereby reduce the discharged tar, carbon monoxide, dioxin, etc., and to make the tobacco useful for smokers and surroundings. SOLUTION: The surface and interior of the tobacco are replaced with nitrogen gas or oxygen gas separated from air according to a method shown in the figure.
