PROBLEM TO BE SOLVED: To provide a load levelling technique with a primary battery side by which energy is recovered from discarded dry batteries. SOLUTION: A dry battery and a symmetrical super capacitor are combined and used to increase total energy. The series connection of the super capacitor and the dry battery allows the super capacitor to boost the voltage of the battery, and also can supply more current as compared with the series connection of only batteries. The super capacitor stores power while discharging power. As the super capacitor discharges to reduce voltage at one electrode, a negative potential is accumulated at the opposite electrode to compensate it. A control circuit repeatedly reverses the polarities at the opposite ends of the super capacitor to continuously recover more energy as compared with the dry batteries arranged in series, with the effective utilization and the reduction of the discarded dry batteries.
