PROBLEM TO BE SOLVED: To achieve excellent characteristics for realizing a large capacitance occurring rate, small tanδand ESR, and excellent durability, using a manufacturing process with a small environmental load, when electrically conductive high polymer layers of a solid electrolyte are formed in a manufacturing method of a solid electrolytic capacitor using the electrically conductive high polymer. SOLUTION: In this manufacturing method, water soluble polyaniline solution is formed by dissolving it into a mixed solvent consisting of water and an alcohol with a carbon number 1-3, and is applied on a valve action metal formed with a dielectric oxide film and dried to form and provide an electrically conductive polyaniline layer on that metal. Then, a chemically polymerized electrically conductive high polymer layer and an electrolytically polymerized electrically conductive high polymer layer are successively formed thereon to be a solid electrolytic layer.
