PROBLEM TO BE SOLVED: To provide a surface treated metallic plate using no chromium, having excellent adhesion to a resin and excellent corrosion resistance and capable of being used as a substitute for a tin-free steel plate, a method of manufacturing the same, a resin coated metallic plate formed by applying an organic resin on the surface treated metallic plate and a metallic can and metallic lid using the same. SOLUTION: The surface treated metallic plate has a Ni coating film on at least one surface of a metallic plate and a film containing Ti, O and an organic material on the surface of the Ni coating film or has a coating film containing Ti and O on the surface of the Ni coating film and an organic coating film on the coating film containing Ti and O.
