A system, a method and a apparatus for implementing the message transfer based on the MAC-IN-MAC protocol are disclosed. One implement for the apparatus may include: an acquiring package information module, acquiring the MAC-IN MAC heading information based on the VLAN user ID and user aim physical address in the received VLAN message; a packaging module, packaging the VLAN message based on the MAC-IN-MAC heading information to form a MAC-IN-MAC message. Using the solution of the invention, two-layer apparatus can identify and transfer the MAC-IN-MAC message, without NP, and the purpose of transferring message with low cost is implemented.
