PROBLEM TO BE SOLVED: To provide a non-reciprocal circuit element that has a structure capable of arranging various kinds of functional components and can be manufactured with stable characteristics and a high yield, facilitates soldering work, and reduces size, thickness, and costs effectively, and to provide a communication device using the non-reciprocal circuit element. SOLUTION: The non-reciprocal circuit element includes a support substrate 1 and the functional component 2. The support substrate 1 comprises a flat magnetic body. The functional component 2 is mounted onto one surface of the support substrate 1. The functional component 2 includes a magnetic rotor 21, a permanent magnet 23, and circuit components 221-224.
