PROBLEM TO BE SOLVED: To improve the reliability of a system by making a simple transmission monitoring device redundant, to install transmission monitoring devices in respective systems, since only a center monitoring device which monitors transmission systems may not possibly be made redundant in a system constitution, where a transmission system, a transmission control unit, etc., are made redundant, to improve the reliability. SOLUTION: The reliability of the system is improved, by not installing a transmission monitoring device at one place, but rather by installing simple transmission monitoring devices in respective systems, thus making not only the transmission systems and transmission control units, but also the transmission monitoring devices redundant. In normal system constitution, although key stations of the respective transmission systems and the transmission monitoring device are centralized and are arranged at one place, when the devices for monitoring transmission are used, the there is the advantage that the key stations will not be centralized and arranged at the one place, but can be installed at different terminal parts of the respective transmission systems is obtained.
