PROBLEM TO BE SOLVED: To obtain a stable valve characteristic by preventing the deformation of a valve caused by caulking, in a valve device of a hydraulic shock absorber. SOLUTION: A check valve 5, a retainer 7 and a washer 9 are installed in a valve body 2 by forming a caulking part 14 by caulking its tip by inserting a pin 12. At this time, a restricting member 22 is interposed between the washer 9 and the caulking part 14. A fitting clearance between the restricting member 22 and a shaft of the pin 12 is formed smaller than a fitting clearance between and among the check valve 5, the retainer 7, the washer 9 and the shaft of the pin 12. Thus, when caulking the tip part of the pin 12, since the deformation of the shaft of the pin 12 is constrained by the constraint member 22 small in fitting clearance with the pin 12, the deformation of the check valve 5 can be prevented by constraining the diametrical expansion of an installation part of the check valve 5 of the pin 12, and the stable valve characteristic can be obtained.
