PROBLEM TO BE SOLVED: To provide a method for forming a titanium oxide film in which the amount of titanium oxide is reduced by highly dispersing it and in which the film can be formed by a simple process. SOLUTION: An aqueous solution of a peroxotitanate ion (for example, Ti(SO<SB>4</SB>)<SB>2</SB>aq+H<SB>2</SB>O<SB>2</SB>) is attached to a film-forming object having an alkali on the surface thereof (for example, cement) by spraying, application, or immersion to thereby form a titanium oxide film. Alternatively, an aqueous titanium salt solution is attached to a film-forming object having an alkali on the surface thereof and then thereto is attached a hydrogen peroxide solution to form a titanium oxide film. The alkali may be originated from an aqueous alkali solution caused to be present on the surface by spraying, application or immersion, or the surface may be formed with an alkali-containing material.
