<P>PROBLEM TO BE SOLVED: To provide an insulation composition having excellent flame retardancy, made of a nonhalogen material, and preventing providing the volume specific resistance of an insulator having from being reduced after being soaked in water while keeping the strength; and to provide an insulated wire. <P>SOLUTION: The insulation composition comprises 100 pts. by mass of a resin component consisting essentially of a polyolefin resin and/or an ethylenic copolymer and/or an acrylic rubber, and 100-300 pts. by mass of a metal hydrate surface-treated with both of a phosphoric acid ester compound and a reactive silane coupling agent.
