A porous filter for reducing soot of a vehicle and a method for manufacturing the same are provided to maintain regular oxidation effect when a porous cell is partially cracked while driving by assembling filter with a plurality of porous cells. A porous filter for reducing soot of a vehicle comprises a porous cell(20), a filter case(30), a heating element(21), and a heat insulating layer(31). A plurality holes are formed on the porous cell. The porous cell, which has the plurality holes penetrating the porous filter, is assembled in the filter case with block-shaped. The heating element is inserted between the porous cells. The heat insulating layer is formed at an inner wall of a protective case. A mounting groove is formed at a corner of the porous cell to allow the heating element to be inserted.
