<P>PROBLEM TO BE SOLVED: To obtain a small-sized optical element module by eliminating shortage of input/output terminals in the optical element module mounting an optical element 1 an IC7 on which the peripheral circuit of the optical element is formed. <P>SOLUTION: A wiring layer of a ceramic substrate 3, to which the IC7 is mounted is formed in two layers.
