<P>PROBLEM TO BE SOLVED: To provide an elastic block superior in strength and abrasion resistance of a projecting part, and superior in water permeability. <P>SOLUTION: This elastic block 10 is formed by consolidating a large number of elastic chip materials. The elastic block 10 has a plate part 11 and the projecting part 12 integrally arranged so as to project on a surface of the plate part 11.
