A membrane-electrode assembly for a fuel cell is provided to improve the interaction between a polymer electrolyte membrane and a catalyst and water holding power in a polymer electrolyte membrane, and to reduce fuel crossover, thereby improving the quality of a fuel cell. A membrane-electrode assembly for a fuel cell comprises: an anode(30) and a cathode(30') facing to each other; and a polymer electrolyte membrane(20) interposed between the anode and the cathode, wherein the polymer electrolyte membrane comprises a support(40) having surface irregularities, and a metal layer(60,60') randomly formed on at least one surface of the support. The support has an average surface irregularity of 200 nm to 2 micrometers.
