The combinations and assignment starting positions of a plurality of resources in a resource space (61), which manages the radio resources of unit slots such as frequency and time, are defined, as resource assignment patterns (53) and pattern front-end coordinates (52), in an assignment pattern definition table (50) in such a manner that they can be identified by pattern identification numbers (51), and the assignment pattern definition table (50) is then set in both a base station and a mobile station. In response to a resource assignment request from the mobile station, the base station transmits, to the mobile station, both a pattern identification number (51) and the information of an assignment start coordinate of the pattern front-end coordinates (52) in the resource space (61). The mobile station uses the pattern identification number (51) received from the base station to search the assignment pattern definition table (50) and decide a resource assignment pattern (53).
