An apparatus and a method for controlling a characteristic value of a television are provided to set the other increase/decrease rate for faster characteristic value control as well as a predetermined increase/decrease rate set for characteristic value control, and selectively control one of the above two increase/decrease rates, thereby improving convenience of a user. A key input unit(101) receives signals of a button for characteristic value control mode entry and a button for characteristic value control. A controller(102) controls a characteristic value by selecting one of plural increase/decrease rates according to an input frequency of keys detected by the key input unit. A memory(103) stores increase/decrease information for each characteristic value.
