<p>A punching die for manufacturing a holding seal member is provided to punch an inorganic fiber mat by using a double edged punching blade. A punching die for manufacturing a holding seal member(15) comprises a punching blade(13). The punching blade is supported by a substrate(12) to punch a sheet of an inorganic fiber mat to manufacture a holding seal member. The punching blade includes two lateral surfaces, two slopes, and a cutting blade. Both slopes are respectively inclined against the lateral surfaces.
