A device and a method for controlling motion of a pointer are provided to control the pointer on a display device of a mobile terminal by extracting the motion of an object without requiring a light source and a plurality of image frames irrespective of brightness around the object. An imaging part(210) generates first image data by capturing an object such as a finger using a pointing device. A resolution adjuster(231) generates second image data by adjusting resolution of the first image data. An outline extractor(233) extracts an outline corresponding to one end of the object by generating difference values between the first and second image data, and extracting the different value of which a brightness value is bigger than a reference value. A center determiner(237) calculates coordinates of the center of the outline by using the coordinates of pixels corresponding to the outline of a circle and the equation of the circle when the outline is the circle. A pointer locator locates the pointer on the coordinates corresponding to the center of the outline.
