An apparatus for installing a safety net on a lower story of a building is provided to minimize casualties by the fire by enabling people to jump from higher stories to the safety net safely and rapidly before a fire engine comes. An apparatus for installing a safety net on a lower story of a building includes: the safety net(10); a support rod(20) for supporting both sides of the safety net; a safety net connection part for connecting the safety net and the support rod; and a support rod driving device for installing the safety net and the support rod on the outside of the building in fire occurrence. The safety net connection part comprises plural locking tools(30) connected to a longitudinal edge line(15) of both sides of the safety net by a connection line(31), and a rail formed on the support rod so that the locking tools move to be locked to the support rod.
