An apparatus and a method for allocating resources to a terminal connected with a RS in a broadband wireless communication system are provided to estimate a channel between the terminal connected with the RS, in which a control signal is not repeated, and the RS, thereby selectively allocating resources according to a frequency, determining modulation and encoding schemes, and improving a data transmission rate. A BS(Base Station) apparatus in the wireless communication system of a relay method comprises a transmitter(201) and a scheduler(207). The transmitter transmits a pilot signal transmission request message to a terminal. The scheduler selectively allocates resources to the terminal according to a frequency by using channel information when the channel information estimated from a RS(Relay Station) by using the pilot signal is received.
