A system and a method for monitoring starting of vehicles using an electronic serial number of a terminal are provided to transmit starting state information of a vehicle by using only the electronic serial number assigned to the vehicle terminal, thereby receiving the starting state information via a mobile communication network without being assigned with an MIN(Mobile Identification Number). An HLR(Home Location Register) receives an ID(Identification) number of a starting monitoring server, transmitted from the starting monitoring server, and a electronic serial number of a vehicle terminal registered in the starting monitoring server. After that the HLR stores the receiving two numbers. If an MSC(Mobile Switching Center) receives a data transmission request attempted based on the terminal's electronic serial number from the vehicle terminal, the MSC requests authentication by transmitting the terminal's electronic serial number to the HLR. The HLR extracts an ID number of the starting monitoring server, where the terminal's electronic serial number is registered, from pre-stored information. After that, the HLR transmits the extracted ID number to the vehicle terminal or the MSC. The HLR transmits starting state information including location information of the vehicle to the starting monitoring server. The starting monitoring server searches owner information of the vehicle terminal, requests location information to the searched owner terminal, and receives location information of a vehicle owner transmitted from the owner terminal. The starting monitoring server confirms whether a location of the vehicle owner is consistent with a location of the vehicle. If not so, the starting monitoring server transmits a starting state notification message of the vehicle to the owner terminal.
