A laser light control device for an image forming apparatus, and the image forming apparatus are provided to prevent the decrease of response of a photodiode and laser quantity control accuracy caused due to the lack of APC(Auto Powder Control) convergence time and to restrict the excessive emission of a laser beam. A laser light control device(300) for an image forming apparatus having a semiconductor laser is composed of a multi-functional optical element with different optical characteristics; a detecting unit(9) for detecting a laser beam emitted from the semiconductor laser; and a control unit for controlling the registering start position of a main scanning direction of the laser beam and the quantity of the laser beam by passing the laser beam through the multi-functional optical element and then detecting the laser beam by the detecting unit.
