A battery monitoring system is provided to monitor or control an electric device or load by adopting impedance spectroscopy. A battery monitoring system(10) is composed of a battery voltage detecting unit(20); a unit(24) for extracting voltage frequency components from battery voltage(V) detected in different frequencies; a unit for detecting current(I) flowing from or into a battery(12); a unit for extracting current frequency components from the battery current detected in frequencies same as a frequency band where the voltage frequency component is extracted; a unit for deciding the internal impedance of the battery on the basis of voltage and current frequency components extracted from the correspondent frequency; a unit for storing a pre-set relation between the internal impedance and the state of the battery for each correspondent frequency; a unit for determining the state of the battery from the decided internal impedance and the pre-set relation; a unit for selecting the time point for detecting the corresponding voltage and current, according to the detected state of an electric device(14) and/or determining conditions for detecting the corresponding voltage and current, according to the detected state of the electric device; and a unit for monitoring the state of at least a portion of the electric device.
