Producing a substitute fuel for coal-fired power stations, refuse incinerators or cement plants comprises sorting coal processing residues into coarse and fine fractions and feeding the fine fraction (30-85 wt.%) and a presorted secondary fuel in fluff or pellet form via a metering unit to a mixer in which the mixture is ground and dried without additional energy supply, giving a powdered or granular fuel with a heating value of 13-22 MJ/kg.
