A method and a system for forming upper parts of aerosol cans made of steel are provided to prevent leaking of air or contents of the cans by making bodies and upper parts of the cans using one flat plate, reduce the cost considerably by removing the need of a sealing compound, and improve the productivity of the aerosol cans by equipment using a mold. A method for forming a upper part of an aerosol can made of steel comprises: a step(200) of welding a coiled body using a copper wire in a welding machine; a step(210) of forming an upper part of the can using a mold; a step(220) of attaching a valve to the formed upper part of the can; a step(230) of forming an end portion of the bottom of the can in a concave shape; a step(240) of forming a flange on the bottom of the can; and a step(250) of finally bonding the bottom of the can using a bonder.
