Producing a solution of a cobalt and/or nickel salt of a molybdenum/cobalt or molybdenum/nickel heteropolyanion comprises mixing a molybdenum source with 0.1-20 molar equivalents of an oxidizing agent in an acidic aqueous medium to form peroxomolybdate ions, and adding a cobalt precursor and/or a nickel precursor to form a solution in which the (cobalt+nickel)/molybdenum molar ratio is 0.25-0.85.
