A manufacturing apparatus and method of urethane panel finishing material are provided to assemble multiple panels with a connecting structure and to reduce labor in construction by manufacturing the urethane panel finishing material continuously with a pair of conveyors and multiple sealing blocks. A manufacturing apparatus of urethane panel finishing material comprises the followings: a sealing device(20) including a pair of conveyors(24) located up and down at a regular interval, and multiple sealing blocks(22) moving along the pair of conveyors, to seal urethane foam injected inside until completion of forming; a paper supplying device(30) installed at an end of the sealing device, to supply finishing paper(31) to an upper and a lower edge of the sealing block; an injection device(40) installed between the sealing device and the paper supplying device, to inject the urethane foam to an inside of the sealing block; and a cutting device(50) installed at the other end of the sealing device, to cut the foamed material(10) discharged from the sealing device by length of a panel body.
