<p><P>PROBLEM TO BE SOLVED: To justly copy software with copyright stored in a master medium into a readable/writable storage medium with a medium identifier of a user. <P>SOLUTION: A storage medium individual identifier Mid of an MO medium of a copy destination and a software individual identifier DID of software of the master medium are transmitted to a copyright sales center on the side of an end user (S11). On the side of the center, after the justice of the DID is verified (S12), a conversion key Ku for a storage medium and a conversion key Ka for the master medium are created from the identifiers (S13), and an encrypted encryption telegram EMid (ku, Ka) is sent back to the end user (S14).
